256M CF works just fine AFAICT.  I haven't been able to see any 
scenario where 9.0+ SW would actually require 1G, and we tested a 
couple.  We run 9.3 on some routers with 256M CF.  Just my 0.02c (but 
no money-back guarantee :-)
