To complicate things a little bit, the guy who was the Singapore CERT just 
got promoted and replaced, and the new guy there, NG E Siong, knows very 
few people in the industry outside of Singapore.  He's the only ops guy, 
Singapore matters, he has a lot of responsibility, he knows he should be 
on NSP-Sec to get his job done effectively, and he knows that the vetting 
rules will make that difficult.

I don't have a solution here, just pointing out that it's not just a China 
issue.
