[nsp-sec] Short unplanned NSP-SEC IRC outage

Good afternoon everyone,

We had a short unplanned outage of the NSP-SEC IRC server, beginning
around 15:45 UTC and ending about 45 minutes later, around 16:30 UTC,
due to a configuration oversight on a network device.  This issue
impacted only one of the two IRC servers, but may have bounced
connections for a number of folks.  We apologize for the inconvenience,
and are tweaking procedures to help ensure this type of issue doesn't recur.
