The forum announcements are the official way that we announce prefixes.

RADB::AS-AMAZON (whois -h filtergen.level3.net RADB::AS-AMAZON) does
have the list of all Amazon prefixes, but that's including the
Retail/S3/Route53/SES/Cloudfront prefixes as well.
