[nsp-sec] [OT] Providers with RTBH capability?

Hey Rabbi T,

RTBH for v4/v6 is all very well and good and should be common place
for most ASNs for many years now.

We modified John K's original perl to suite our purposes, I'm happy
to share (probably via John first) and also help with how to setup
in a network.

I think we should push vendors and tier1/2 transit networks to support
functionality delivered via Cisco QPPB or other vendor equiv'

This is something we've played with in the past, and given recent
events (especially as we transit LINX so got a lot of packet love
for Cloudflare) is something we're offering to our transit base now.
