Hi, Stephen.
If you are the sole upstream for the network we allow you to be their
contact in the console. If not, they'll need to sign-up directly. ASN
authority is done a few different ways depending on the situation. In
some cases we're able to use things like WHOIS, etc, in others we've had
to get letters of authority, etc. It' a case-by-case basis.
