Correct.
Stomping on C&C nodes is the purpose of the DDoS-RS.
Stopping the pain of massive DDoS attacks is the purpose of CUTRS. Yes
it does finish the job the bad guy started, yet this remains the last
resort for attacks that cause significant collateral damage.
