[nsp-sec] Address sales from Verizon/Sprint/Lumen space

We've been advised of recent fraudulent activity by a couple of RADB
maintainers (now removed) and also a maintainer in ALTDB
(MAINT-TARCAN) involving reselling Verizon/Sprint/Lumen address space.
They appear to be listing them through IPv4 Superhub (see attached).
Some of these prefixes looked to be actively announced by the
following ASNs -- AS3507, AS38337, AS43072, AS136923, and AS200010.
