[Outages-discussion] L3 Fiber cut?

At around 4:30pm central today, I started seeing some serious latency and packet loss when connecting to a few sites on the west coast. While I was checking, I found several reports of a fiber being cut that's effecting west coast comms from Cox customers. Word on the street is that the fiber is owned by L3 but I can't locate any information confirming the outage. Anyone have any info?
