I think there is a amateur cyberwar going. This is based on some other questions over the weekend and these new reports (nothing confirmed):

I would not be surprised that there is a retaliation attack happening (or an self infected DDOS). I'm about to get on the plane. If I had time, I would look up the APNIC allocates, check the route tables, track back the upstreams, and see who the upstreams are for the Myanmar "Telecom" (I think it is either PCCW or SingTel - but need to confirm).
