[Outages-discussion] Watching the Net

While Outages is intended to be more of a communications channel for operators
who have *noticed* an outage on the Internet, than an organization designed
specifically to *spot* those outages...

we could certainly provide a space for communications and coordination for
a project to design and construct a standardized package/distribution for
the purpose of building and deploying probe nodes around the internet to
do that sort of monitoring -- if indeed, there aren't already such packages,
a point on which I'm uninformed, cause I haven't looked.

I've created a page on the wiki for capturing people's ideas about what
such a package might test; my working title is Snuffles:
