[Outages-discussion] Comcast IP NOC contact or availability?

Sort of a strange question to ask, but does anyone happen to have
contacts within Comcast, specifically for IP networking issues within
their backbone used by residential customers?

I have an open discussion with one of their customer support reps over
on BBR/DSLR, but he hasn't looked at the issue in literally days now.
He's mainly cable support, and this is more the IP side of things.

There's a chronic problem that has been plaguing the Bay Area for about
1-2 weeks now which looks like network saturation.  It happens almost
like clockwork (usually starting at 21:00 PDT) and lasts numerous hours.
Tonight, however, it began at 19:15 PDT, which is a bit of a surprise.

Traceroutes indicate increased latency, but I assure you all forms of
traffic (not just ICMP) are affected; SSH sessions are slow, Remote
Desktop feels laggy as hell, etc..
