Is there someone out there that has noticed this?  I have been tracking the
latency (not packet loss) between two points for several months and have
noticed that at midnight eastern until around 5am the latency increases by
about 2x from 32ms to 64ms.  This regular pattern suggests that either they
or someone else is doing network work in that period.  Anyone else observed
a similar behavior?
