[Outages-discussion] [outages] Grasshopper Outage

Perhaps the confusion lies in list's function being to
report and verify outages rather than to establish a
mechanism to contact network representatives.  To wit,
it is unlikely that grasshopper would have a representative
on outages who would be able to respond to your questions
about BGP confederations etcetera.
