As another country boy (currently in Indiana, although nowhere near the site described in this email) who has watched many a rural fiber repair, it's possible (and in some areas even common) for aerially strung fiber to be damaged along roadways by crews doing regular maintenance with bush hugs on side booms as they lift the booms to work around fences, signs, and even the poles themselves.

This is both a proper bush hog and a slightly more reasonable explanation; I have no data on if the fiber was deployed on poles and/or making a transit up/down a pole after crossing an obstacle, but I thought I'd at least mention something I've seen happen that would at least be a bit less ridiculous than fiber strewn idly across or just under the surface of the ground (which sadly also happens). That said, I'm not sure where this 144 was located but I've seen large (cross-country/high count) runs cutting across pastures and lakes on a couple of cedar poles, so nothing will surprise me after 15+ years of seeing strange things happen with telecom!
