I have confirmation from another wireless carrier in the area that USCC is
still having issues, but that "they [USCC] have no idea what to tell folks
yet, either."

USCC does do some wireless backhaul, so it could be due to backhaul to the
hub site(s)

heard from a source that USCC is seeing 70+ towers down in central
Wisconsin.  Can anyone confirm this?
