[Outages-discussion] Those VZW LTE outages...

I don't think is related to the LTE/eHRPD outages. The Ohio outage seemed
to be for voice, sms, and data, whereas the eHRPD network elements causing
the other outages affect the data side of things only, as voice is still on
the traditional 1x backend.
