I found that too and like all companies who never admit fault to anything (certain carriers I work with as well), they don't actually announce past issues anywhere which can be found....

Downtown Santa Barbara CA had a local outage today, about 4000 customers affected. We're about 60 miles from Simi Valley and I don't think they were related.
http://www.sce.com/info/PowerOutages/default.htm and the map at http://www.sce.com/info/poweroutages/outagemap.htm are good for current (pun intended) info but don't have historical data. They're pretty speedy at updating the map, usually within 15 minutes.
