[Outages-discussion] Level 3 looking bad on internetpulse.com - real issue?

We have had some reports of bad voice RTP quality but nothing
specifically obvious. http://www.internetpulse.com/ shows horrible
issues with Level 3 up to 24 hours back, but no discussion here.
Is this a measurement problem with Keynote or has Level 3 been in a
world of hurt for a day with nothing in the outages list?
