[Outages-discussion] Level3/NTT/Comcast packet loss/latency

No point in making more pagers go off with outages@ traffic.
Here's what I'm seeing from Akron when trying to connect to a Comcast-based
customer in Pittsburgh (first and last hops removed for privacy):

It looks like it's definitely a NTT/Level3 issue but as far as end-user
facing ISPs it seems like Comcast must run a lot of their traffic that way
since they're the only ones I've seen impacted so far.
