[Outages-discussion] [outages] Facebook commenting and Messenger down on Safari since late last evening

Moving to outages-discussion. I thought this appropriate since it appears
to be a global issue severely affecting all users of a certain popular web
browser visiting the world's most-visited website. I've seen previous fb
outages reported on the list.
