Most legacy PSTN carriers have test numbers, one example is "milliwatt"
which answers and plays a 0dBm tone at 1004 Hertz. You could dial this
periodically and either parse the SIP response by one of the means
suggested or build an Arduino or Raspberry Pi based device to "listen"
to the tone.
