[Outages-discussion] [outages] Facebook Outage

I was under the impression the main outages distro was for "failures of
major communications infrastructure components having significant
traffic-carrying capacity, similar to what FCC provided prior to 9/11."  It
appears that I was incorrect per the discussion below--is Facebook
something the FCC typically would have reported on and considered a major
traffic carrying communications infrastructure?  If so, what other websites
are to be included and reported on?
