[Outages-discussion] Spam from Dymaxion?

Well, the problem is that some people put outages- in an alerting
mailbox on their phone, on purpose -- and we *try* to keep it tamped
down enough that that's a useful idea.

And the second problem is that I'm not one of them; K-9's a bit of a bitch 
about that.  I'll have to attack the problem again, and eat the dogfood.
