It's not vetting per say, but I know a number of lists that I'm on 
moderate posters for their first ten or so posts to make sure they are 
on topic and not spam.  It might not be the best option, but it does 
seem to work.

I've seen enough activity from the Outage admins recently to think that 
they could likely keep on top of moderation.
