[Outages-discussion] YouTube rate limit messages ... on AT&T cellular?

In the last few weeks I have randomly received interstitial captcha’s when viewing YouTube videos while connected to AT&T cellular.  It happened as recently as this afternoon.  

I live in Los Angeles.  The appearances of these messages to a single device on a public network is odd, and I would never expect YouTube to throttle views coming from a major carrier unless there is some shenanigans happening behind the scenes.

My phone is not connected to a VPN client either.  This was straight to the Internet.

I tried attaching a screenshot earlier, but the mailing list has an attachment size limit of 256KB.  The message says:

> “Sorry for the interruption.  We have received a large volume of requests from your network.  To continue your YouTube experience, please fill out the form below:”

> [   ] I am not a robot.

Can anyone from a major carrier or from Google comment on why this might be happening more frequently, or is it possible that it happens to certain subnets of devices from time to time?
