[Outages-discussion] Main list slow again

I found two problems - 

1) systemd exists and wasn’t handling DNS properly so it was falling back
2) spamassassin was semi-wedged which was causing it to take longer for a few things, which I’m sure that #1 above didn’t help

Lets see if this one passes through faster.
