There are Anycast service providers, they're known as Content Delivery
Networks. Let the vendors, who certainly aren't cutting their prices to the
bone, contract with them to provide ping responders. If they need to change
providers, they can come up with a flexible way to manage the change -
either updating the equipment, or simply changing DNS.
