[Outages-discussion] Outages list SLOW (again)

First of the month mailman is having a lot of bonus work doing bounce processing from those emails that let you know what lists you are on, there's quite a lot of unique subscribers so it takes a bit.. 

I expect that's the issue but will look later when I'm no longer on a plane.
