[Outages-discussion] Issue at telehouse/NYIIX?

Is anyone aware of any issues at Telehouse. It seems the optimum and HE
both peer there. There is PL being introduced between Optimum and
Telehouse. For now we turned down BGP with HE to get rid of the issue.
