It looks like in New Jersey they can fine each person $5000 for each 
violation involved in starting the generators, and arrest and jail them 
until the fine is paid (or at most 6 months if they can't pay), and the 
fire marshal is allowed to try to stop you and resisting them from 
stopping you is another crime.

Of course the generators would likely be turned off again with some of 
the fun tools the fire department carries on their truck.... and then 
they could take their time deciding if you can ever open the building 
back up.
