[Outages-discussion] NTT - High Latency between Dallas and LA exchanges

This is congestion between NTT and AT&T, not an NTT internal issue. I've
run into this as well and NTT has let me know that AT&T is refusing to
upgrade their peering ports in places where there is congestion. I doubt
that contacting AT&T will be fruitful in persuading them to change their
mind, so my recommendation is to use another carrier to reach AT&T
customers.
