Unfortunately, I do not know the details as I am a router guy.  I am 
just passing on what I see going across my screen in internal 
communications.  Someone from outages mentioned seeing a lot of ASNs 
drop off (or something close) at the same time it was cut.  A few other 
folks asked other questions, so I just wanted to respond.  Maybe that's 
a smaller cable and not many folks use it?  idk.
