Well apparently, regardless of what Lumen has to say, it was not unrelated to them, since it took down their services in at least three states. If Lumen is the commonality here, that might have been some core functionality that was also related to the outages in other states not mentioned in that news piece.
In any event, I'm sure somebody is going to be having a chat with their boss.
