[Outages-discussion] [outages] Verizon Outage Affecting All US Customers Roaming Abroad

I can personally confirm that I have not been able to attach to any Greek or Turkish LTE networks in the past ~24 hours using roaming-enabled Verizon or T-Mobile postpaid lines of service. 

On a Verizon line, the phone sends an EMM attach request to any of the visited LTE networks and successfully sets up the RRC connection, but the RRC connection quickly gets released with cause "other" and the phone receives an EMM attach reject message with cause value "network failure".

The phone also attempts to connect to the local UMTS networks. Rarely, I get a successful CS-only (circuit switched services) attach to Turkcell (and am able to place voice calls over it), but never a successful packet switched attach to any network. 

I don't have access to a suitable AT&T line to test, but have heard reports of worldwide roaming outages for their subscribers as well. 

Maybe some kind of catastrophic failure at a roaming hub or similar type of service provider?
