Jon,
I’m just curious why you would expect Outages — or any publicly accessible mailing list — would not be scraped? Mailing lists seem such obvious low-hanging fruit for spammers.
I do like your idea of a separate email address for every list, which I surmise can easily be done with aliases and some simple record keeping. A quick goog found this discussion of the idea on StackExchange:
