AT&T most certainly does, at least for their FirstNet public safety product. The public safety entity I did IT for in a past role was an AT&T FirstNet customer, and as a result our local CO had what they called a “SatCOLT”[1] parked at it for emergencies that may require it.  If I’m not mistaken, Verizon also has these. Not sure about the lower-end carriers.
