"No service"/SOS-only here on one line in 48197. Other lines are working fine.

On the affected line, the phone sends an RRC connection request, the
network responds with an RRC connection setup message, then the phone
sends an RRC connection setup complete message which also contains a
combined EPS/IMSI attach request. The network replies to that with an
attach reject message with "EMM Cause, Cause value: Network failure".
