That's the definition of a route leak according to the RFC.</div><div dir="auto"><br></div><div dir="auto">Also worth noting, we don't know if they actually own and operate the AS that the route was leaked into. They mention private lines which typically means layer 2 or layer 3 carrier provided circuits.
