[Outages] level3 issues in europe?

Someone just reported to me that Level3 is having issues in Europe.

Traceroutes to level3.com stops halfway (@64.159.4.226). For example
reaching youtube.

Doesn't seem to be an issue from US side.

Can anybody confirm?
