[Outages] Level-3 in state of Wyoming....

Qwest was reporting flood-related cable damage, with several OC48s out of service affecting Colorado, Utah, and Wyoming.  Rerouting and splicing are underway, last I heard.  I haven't seen any Level3 outage reports.
