Have several PRIs with this vendor as well as some POTS lines PIC'd to same. Outbound LD attempts result in either fast busy (reorder) or "All Ckts Busy" recording. Broker verified with vendor, who claims that there is a large-scale handoff problem with this vendor's outbound traffic. Inbound LD (toll-free calls) apparently unaffected. No ETTR. Our ticket was opened a little after 10a EST.
