[outages] Possible undersea cable cut in Asia

Have a client with a main link down in Asia. Their update from Verizon
Singapore claims there is an undersea cable link down (maybe a cable
cut? Not sure) between Taiwan and Hong Kong, and does not have an ETA at
this time.
