[outages] Los Angeles Outage

We are receiving all trunks busy on Telepacific PRI in Los Angeles.  Their
NOC (877-487-8349 or 213-213-3899) are also failing to recording.

We have heard that there is a power outage somewhere in the area South Bay
(near LAX).
