[outages] Level 3 routing issue

I saw up to 40% packet-loss on the Comcast network between
Sacramento/Portland, for intermittent periods of time between 9AM-3PM
PST. It's been stable the past few hours.

 

This was seen both via Level3 and Sprint from my perspective.

Level 3 had a routing loop problem in San francisco on 8/8-8/9. We had
issues with 

Comcast customers being able to access some websites. Did anyone see
anything similar ?
