[outages] Global Crossing WDC2 outage

It's a problem to their VoIP platform. I don't want to give endpoint addresses out on a public list. but it doesn't appear to affect my IP transit, which is served out of Detroit.

Just hit the trouble reporting section of ucommand, and click alerts for more details.
