[outages] Qwest outage

I am real curious what the post mortem is on this outage..
Anyone get the real skinny on it?

We do have a master ticket opened NIL3901265.  This is Network wide and currently being worked on, unfortunately at this point we do not have an ETA.  Do you have access to Q-control?  An individual ticket can be opened thru Q-control.
