[outages] AT&T outage in Chicago area

Word on the street is that AT&T is currently experiencing an OC12 outage
in the Chicago area.  We've been getting reports of issues on both voice
(long distance) and data networks as far west as South Bend, IN and east
as Davenport, IA.

We're still trying to get an exact description of what happened as well
as an ETR.
