[outages] AT&T CHCGILFR (chicago) Optiman Service

AT&T is reporting some major service problems with their optiman fiber
product at CHCGILFR (Franklin CO in Chicago). Not sure if there is a
master ticket or global status. The last I heard was there was no ETA
for resolution.
