[outages] Verizon caller-ID issue?

The calls are from the Verizon SIP network in the NorthEast.  CID information is being passed into our network as "OUT OF SERVICE + Phone Number".  Very strange to be honest.  Called Verizon VoIP and they are baffled..

Switched calls, dedicated calls, LD/Local only, etc... any other details?
